One of the primary avenues for this collaboration is the Disability Representative and Carers Organisation (DRCO) Forum. Key Themes and Insights from the 1 September 2025 Forum
1. Support Needs Assessments and Planning Reform
The NDIA has initiated training for the first group of internal support needs assessors. The gradual rollout of the new planning approach, including the introduction of support needs assessments, is scheduled to begin in mid-2026. Not all participants will transition simultaneously, allowing for a phased implementation. The NDIA is closely monitoring outer regional locations that aren’t classified as remote or very remote concerning provider travel and is considering options to reclassify some areas.
A significant concern raised by DRCO members is the potential for the assessment of function to replace the assessment of support needs with the introduction of the “Thriving Kids” initiative. Members expressed interest in the Agency continuing work on improving the NDIS children’s pathway to ensure that the unique needs of children with disabilities are adequately addressed.
2. Funding Concerns and Participant Experiences
Despite the NDIA’s assurances that data does not show widespread funding cuts, DRCO members reported hearing from participants who have experienced reductions in their NDIS funding. This discrepancy has raised concerns about the consistency and transparency of funding decisions.
Additionally, members highlighted the importance of maintaining the integrity of the NDIS and ensuring that funding decisions are based on individual needs rather than broad policy changes.
3. Thriving Kids Initiative
Minister Butler announced the “Thriving Kids” initiative, which aims to support children with permanent and significant disabilities. The NDIS will remain available for these children, acknowledging that autism is a lifelong neurodevelopmental condition with unique individual experiences. Both the NDIA and the Department of Health, Disability and Ageing recognize the need for tailored support for children with disabilities.
4. Art and Music Therapy Funding
An independent review of art and music therapy recommended that the NDIS fund these therapies when they are evidence-based, delivered by qualified therapists, and have the potential to improve the participant’s function. This recommendation underscores the importance of ensuring that all funded therapies are effective and contribute to the participant’s overall well-being.
5. Accessible Communications and Membership Criteria
The Accessible Communications Working Group has provided feedback on eligibility reassessments and early intervention communications. Their input focuses on simplifying complex language and explaining NDIS terminology to make information more accessible to participants and their families.
The Membership Working Group has begun piloting the previously endorsed Membership Criteria. Currently, three applications are being assessed against these criteria, aiming to ensure that DRCO membership reflects organizations that seek both quantitative and qualitative data to understand the effectiveness of the NDIS.
